William Foster is a financial assistant with EFETAC’s Southern Global Change Program (SGCP). His work involves procedural expertise related to budget, finance, travel, personnel, procurement, grants, agreements, property, fleet, facilities, civil rights, and time and attendance. He provides technical advice and assistance to the SGCP team leader on matters of budget formulation and execution. William has served as Chairman and Vice Chairman of the Southern Research Station Civil Rights Committee and as a Civil Rights Zone Representative.
